The Organisation of African, Caribbean and Pacific States (OACPS) concluded its 119th Council of Ministers Session in Brussels on 21 May 2025, commemorating its 50th anniversary under the theme “A Transformed and Renewed OACPS in a Changing World” with a unified call for reform, renewal, and strategic action. The three-day session was chaired by H.E. Senator Pholile Shakantu, Minister of Foreign Affairs and International Cooperation of the Kingdom of Eswatini and Chair of the OACPS Council of Ministers. It was also the first Council meeting attended by Secretary-General H.E. Moussa Saleh Batraki since assuming office in March 2025. Ministers addressed urgent financial and governance challenges, approving and supporting the Secretary-Generals reform agenda which includes the establishment of a ministerial advisory group on reforms, ministers also adopted financial oversight reforms, reaffirmed their commitment to the Samoa Agreement, and endorsed a creative, cost-conscious approach to the 50th anniversary commemoration. Ministers welcomed the acceptance of His Majesty King Mswati III as OACPS Champion for Resource Mobilisation. The next Summit of Heads of State and Government, along with the 120th Council Session, is scheduled to take place in Malabo, Equatorial Guinea in the last quarter of 2025.
